The Committee on Government Organization moved to amend the bill by striking out the title in its entirety and in lieu thereof a new title, to read as follows:

H. B. 2475 -- “A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §14-1A-1, §14-1-2 and §14-1A-3, all relating to offset of delinquent debt owed the state; defining terms; authorizing the State Auditor to establish a debt resolution services division; and authorizing the Auditor to promulgate legislative rules.”
